Tom Dougherty, MBA, FACHE, is the President of Healthcare Innovators, LLC.  A healthcare executive with more than 25 years of experience in senior leadership roles for healthcare systems, hospitals, health plans, post-acute care, home health, and hospice.  He has experience in operations and integration, strategic planning, care delivery redesign, contracting, reimbursement, capitation, financial management, revenue cycle, and business development.  He has led turnarounds, transformations, reengineered operations to achieve efficiencies, and large scale network development.  Healthcare Innovators, LLC works with clients to maximize their operational efficiencies and revenues, create new opportunities, expand the value of their services, implement the appropriate strategies, and pursue the right innovations that lead to success as healthcare faces extraordinary changes.

Mr. Dougherty serves on the Board, and is a Past President, of Health Care Executives of Southern California (HCE), the greater Los Angeles chapter of the American College of Healthcare Executives (ACHE).  He enjoys mentoring early careerists.  He is a member of the Healthcare Administration Advisory Committee for California Baptist University.

Mr. Dougherty earned his bachelor of science in business administration degree from Xavier University in Cincinnati, Ohio, and his master of business administration degree from the University of Phoenix.

Craig G. Myers, MPH is a Vice President with Healthcare Innovators, LLC.  Craig has more than 25 years of experience in healthcare.  He has held senior management responsibility for acute-care hospitals and physician group organizations. His experience includes operational management and P&L responsibility for hospitals ranging in size from 150 to 319 beds and hospital employees numbering from 500 to 1,500.  Mr. Myers has also held positions as Medical Group Administrator for CareMore Medical Management, an organization with 400 physicians and over 150 employees. He began his career in public health on an international assignment. 

Mr. Myers is expert in identifying operational efficiencies, lowering expenses, and identifying opportunities to enhance revenues.  He is skilled at working with physicians and the medical community.  As a consult he has been engaged on projects that range from physician recruitment, evaluation of physician panel composition, bed need analysis, operational efficiencies, business development, care redesign, and development of collaborations between community providers.

Mr. Myers received his Bachelor Degree from Rutgers University in New Jersey and his Master of Public Health, Hospital Administration from the University of California, Los Angeles.  He is the Board Chair for the Coalition of Community Health Centers, and a Board member of MOMS of Orange County.  His other volunteer activities have included, serving on the CalOptima – Orange County Manage Care Provider Advisory Committee.  Mr. Myers has been a member of ACHE for over 25 years.


Richard Louis, III, is Vice President, Health Integration and Behavioral Health Services, for Healthcare Innovators, LLC.  Richard has over 25 years of experience as a behavioral healthcare administrator and business development specialist for national, for-profit behavioral healthcare organizations.  He has a long history of successful development and launch of groundbreaking new program initiatives resulting in new business and revenue growth. He pioneered the development of innovative integrated behavioral health treatment and coordinated care programs focused on reducing the high cost of hospital readmissions and re-institutionalization of complex behavioral health populations (i.e. severely mentally ill, intellectually & developmentally disabled, addictions, forensic and medically fragile). Richard developed innovative behavioral healthcare solutions for a variety of populations and treatment systems of care including: inpatient psychiatric and acute care hospitals, outpatient, residential, long-term care, corrections, day treatment, probation/parole and community settings throughout the country.

Richard has held many executive level management and business development roles for various organizations such as Hospital Administrator and Regional Director Intake & Emergency Services – Psychiatric Institutes of America, Hospital Administrator and Regional Director Development - Charter Medical Corporation, California State Director - Behavioral Healthcare Corporation,  Vice President Government Operations- College Health Enterprises/College Hospitals and Assistant Director – County of San Bernardino Department of Behavioral Health.

Richard has also served in a number of leadership roles with several organizations in the community including: the California Hospital Association – Center for Behavioral Health, Advisory Board; the Board of Directors of the Forensic Mental Health Association of California, College Hospitals, and Intercommunity Child Guidance Center of Whittier. Richard is in his 29th year as a reserve police officer (volunteer) with the City of Monterey Park Police Department in East Los Angeles, currently holding the rank of Captain; and former Police Commissioner – City of Claremont Police Department, in Los Angeles County.

Mary Parra, FACHE, a Senior Consultant with Healthcare Innovators, LLC, is a thought leader with 18 years of healthcare management experience at nationally recognized academic medical centers and community health systems.  Her expertise includes managed care contracting & payor relations, value-based reimbursement strategies, clinical care redesign, physician co-management governance, hospital operations improvement, clinical service line development, physician practice management, federally qualified health centers, and fund development.

Ms. Parra has served in leadership roles at Mental Health Systems, Inc., Scripps Health, UC San Diego Health, MedStar Health, University of Maryland Medical System, and Johns Hopkins Healthcare LLC.

Ms. Parra is currently the Regent for California - Southern with the American College of Healthcare Executives (ACHE).  She served as the President of the San Diego Organization of Healthcare Leaders in 2005 and again in 2008.  Ms. Parra was the ACHE Regent for Maryland from 2001 to 2003.  She also served as President of the Maryland Association of Healthcare Executives in 2000. Ms. Parra serves on the San Diego State University Graduate School of Public Health Advisory Board.  She is past Chair of the Sierra Border Region Leadership Council of the American Cancer Society.  

Ms. Parra received a B.S. in Biological Sciences from the University of California at Irvine, and an M.P.H. in Health Services Administration from the Graduate School of Public Health at San Diego State University.  She is Board Certification in Healthcare Management and is a recertified Fellow of the American College of Healthcare Executives (FACHE).

Norm Martin is founder of TMGI Companies and NGI Government Services. He has thirty years of leadership experience within the domestic and international business and healthcare field. A recognized business leader, Mr. Martin has extensive experience in healthcare management, operations, turnaround and creative deal structure. He has served on numerous domestic and International business and healthcare industry advisory committees. He has served as an advisor to the White House, U. S. Department of Commerce, California Governor’s Office, and California Attorney General on issues of healthcare.

Prior to forming NGI he worked on various assignments within the business and healthcare industry. His involvement with business and healthcare began in 1974 with Peat, Marwick, Mitchell & Co where he worked in both the audit and consulting departments. He left Peat, Marwick, Mitchell & Co. in 1984 to work as an independent consultant. Mr. Martin helped to originate, structure, and close over $500 million in business and healthcare financing transactions involving working capital, equipment, equity, debt restructuring, acquisitions and renovation.

Mr. Martin is a graduate of the California State University at Pomona with MBA work at the Peter F. Drucker Graduate School of Management, Claremont Graduate University. He is a current and or past member of numerous governing Boards and Community Service Organizations including but not limited to the Member Advisory Panel to California Attorney General on Non-Profit Healthcare, Task Force Member for California Attorney General - Charity Healthcare, California Governor Healthcare Industry Appointee to the Cal-Mortgage Loan Advisory Committee, Rotary Club, All American City Committee, Chancellor’s Advisory Committee of UCR, and he served as Chairman of the Urban League for Riverside and San Bernardino County.

He has also received numerous certificates and awards for excellence and leadership. He is licensed in the State of California as a C.P.A. (inactive) and Broker.


Kavita Ratan has more than 19 years of experience in the healthcare industry. Her experience includes leadership roles in independent physician associations (IPAs), management services organizations (MSOs), and hospitals.  She has expertise in provider networks, managed care contracting, financial management systems, claims management, payor and provider compliance, and revenue cycle improvements.

In consulting roles, Ms. Ratan’s projects have included development of claims auditing protocols, re-engineering of the claims and contracting processes, contract negotiations and major claims auditing projects.  Ms. Ratan’s expertise includes operations, contract language and contract modeling.

Ms. Ratan’s professional organizations include the American College of Healthcare Executives (ACHE), Health Care Financial Management Association (HFMA), and Women in Health Administration (WHA).   She has participated on committees for projects with Hospital Association of Southern California (HASC) and Payors with the goal to improve Revenue Cycle functions for Payors and Providers alike.  She obtained a Masters in Health Administration from University of Southern California.  She holds a certificate in hospital based coding and is proficient with CPT, ICD-10 CM, and PCS.


Paula Kirchner, MPH is the founder and CEO of Trinity Advisors, LLC, a health care consulting firm.  With over 17 years of experience in managed care, she has represented hospitals, medical groups, and health plans in contract language and rate negotiations.  She has conducted negotiations for HMO, PPO, senior and Medi-Cal products for fee-for-service and full-risk agreements.  Additionally, she has managed risk pools, built reimbursement schedules for a forming ACO, and conducted high dollar claim settlements.  Leveraging her breadth of experience, she creates collaborative environments with individuals across a variety of organizations to attain positive results.    

Throughout her career Mrs. Kirchner has negotiated contracts and worked in managed care operations for companies such as Dignity Health (formerly Catholic Healthcare West); Private Diagnostic Clinic, PLLC, Duke University Medical Center; Blue Shield of California; and Verity Health System (formerly Daughters of Charity Health System).

Mrs. Kirchner received her Bachelor of Science from California State University, Northridge and her Master of Public Health from University of California, Los Angeles.  She is an active member of the American College of Healthcare Executives (ACHE).
